 Ukrainian Interior Minister Arsen Avakov has said that the problem with foreign registered cars staying in Ukraine for a long time should be immediately resolved. He said live on the Right to Power program on the 1+1 television channel early on Friday, November 17, that recently in a regional center "an African American in a car with Latvian license plates hit [a pedestrian], left the car, and ran away." According to Avakov, there is no information about the car, about who owns the vehicle, or who drove it. "This is a safety system. In this context, the fewer foreign registered cars permanently ride here, the safer it is for us," Avakov said. The minister said that when a car enters the country temporarily, it is not registered in the database. "If you are a foreigner and enter the country, traveling from Magadan to London and [staying in the country] for just six hours, then you are not registered in the permanent database.... However, [it's not good] if you pretend that you come from Magadan and head to Kostroma via Ukraine and travel here for six or eight months, and then you come and block the roads in front of the Verkhovna Rada... How to ensure this process is a matter of the fiscal service, which should offer the respective mechanisms," he said. "I think that this issue needs to be immediately resolved… There should be a middle ground, there must also be a will. Someone must say an unpopular 'no,' and someone has to find a balance, and they are in parliament," Avakov said. As reported, according to the State Fiscal Service, the number of vehicles with foreign registration imported to Ukraine in January-October this year is 865,000 units, including almost 681,600 cars imported in the "transit" mode and almost 183,400 vehicles brought in the "temporary import" regime. According to the service, as of November 1, 2017 there were more than 383,300 vehicles with foreign registration in the territory of Ukraine as a whole, including almost 236,600 cars with the violation of the term. In particular, more than 67,000 out of the 100,800 cars imported under the transit regime are staying in Ukraine with the violation of the term, and almost 169,500 cars out of the 282,500 vehicles imported in the regime of "temporary import" with the violation of the term.
