The Security Service of Ukraine (SBU) has drafted an order for the organizers of concert tours in Ukraine with the participation of citizens of the aggressor country. "The Security Council of Ukraine considers the signing by the president of Ukraine of the law introducing amendments to the law of Ukraine on concert tours in Ukraine on the peculiarities of organizing and conducting tours with the participation of citizens of the aggressor state as an important step in countering the Russian hybrid war in the information sphere and ensuring Ukraine's national security," the SBU said in a statement on its website on Wednesday. The SBU noted that the order had been developed in accordance with the presidential law. "When preparing a request to the SBU to obtain information on the presence or absence of legal grounds to prevent a citizen of an aggressor country from participating in a concert tour, it is mandatory to submit information about the organizer of the concert tour, the date, time, venue and name of the concert tour, the given names, date of birth, stage name of a citizen or citizens of the aggressor country, who plan to participate in the tour, their membership of creative groups and other information characterizing their creative activity," reads the statement. The request must be sent to the e-mail address or by mail to the SBU. The special service also recalls that according to the amended law on concert tours in Ukraine, if the participant of the planned tour is a citizen of the aggressor country, the organizer submits to the SBU at least 30 days before the day of the tour the request for information on the presence or absence of legal grounds to prevent the artist from participating in the specified tour. At the same time, the organizer must provide the SBU with reliable information about himself and the artist. The SBU, within ten days from the receipt of the request, consider and provides the organizer with a response on the presence or absence of legal grounds to prevent the citizen of the aggressor country from taking part in the tour. After receiving a response from the SBU on the absence of grounds for preventing the citizen from participating in tours, the organizer concludes a contract with him. At the conclusion of the contract, the organizer must take into account that the legitimate grounds for preventing the citizen of the aggressor country from participating in the tours can appear even after the SBU has given a response to the corresponding request. The law also foresees liability for its violation in the form of a fine. As reported, bill No. 6682 on concert tours in Ukraine was adopted by the Verkhovna Rada on October 5, 2017. On November 7, President Petro Poroshenko signed the document. The law comes into force on the day following the day of its publication.
